ACIC
ACIC is the
state agency responsible for providing information technology services
to law enforcement and other criminal justice agencies in Arkansas.
The principal role of ACIC is the administration of a comprehensive
data system that is accessible by criminal justice agencies in over
250 locations in Arkansas. This state system is interfaced with
the FBI National Crime Information Center, as well as similar systems
in the other 49 states. ACIC also collects and publishes statistics
on crime, manages the crime victim notification system, and the
state sex offender registry.
With the exception of crime statistics, access to most data maintained
in the ACIC system is restricted to governmental criminal justice
officials for criminal justice purposes, and is specifically exempted
from the Freedom of Information Act.
The authority for ACIC is contained in Arkansas law (A.C.A. ß 12-12-201
- 214; ß 12-12-1001 - 1015; ß 12-12-908 et seq.; and ß 12-12-1201).
Organization
Organizationally,
ACIC is divided into five divisions. The primary responsibilities
of each division are:
- Administrative
Services Division includes the director
and fiscal administrator, with responsibility for managing the
agency, including budgeting, accounting, purchasing and payroll.
- Operations
Division is responsible
for training, data quality, record auditing, technical assistance,
and general liaison with system users. The Statistical Analysis Center (SAC),
Uniform Crime Reporting Program, Crime Victims Notification Program,
and other special projects are also carried out under this division.
- Criminal
History Division is responsible for administering
the state's central repository of criminal history records. The
division also manages the Sex Offender Registry for Arkansas.
- Information
Services Division
is responsible for the technical operations of ACIC, including
systems analysis, design, programming and maintenance of all computer
applications.
Statistical
Analysis Center (SAC)
Within ACIC
is the Arkansas Statistical Analysis Center. SAC performs research
and crime analysis activities to encourage the application of new
technology in record and communications systems. The SAC also conducts
studies and evaluations of current and future policy issues that
affect criminal justice in Arkansas. The traditional Uniform Crime
Reporting Program (UCR), as well as the National Incident Based
Reporting System (NIBRS) are managed by the SAC. The activities
of SAC are partially supported from grant funds received from the
Bureau of Justice
Statistics.

ACIC is in the Executive
Branch of state government and operates under a director and a 14-member
supervisory board. This board is authorized in Arkansas law (A.C.A.
ß12-12-202 - 203) and is responsible for establishing the policies
and rules governing the operation of the computerized system.
