About ACIC

ACIC is the state agency responsible for providing information technology services to law enforcement and other criminal justice agencies in Arkansas.

The principal role of ACIC is the administration of a comprehensive data system that is accessible by criminal justice agencies in over 250 locations in Arkansas. This state system is interfaced with the FBI National Crime Information Center, as well as similar systems in the other 49 states. ACIC also collects and publishes statistics on crime, manages the crime victim notification system, and the state sex offender registry.

With the exception of crime statistics, access to most data maintained in the ACIC system is restricted to governmental criminal justice officials for criminal justice purposes, and is specifically exempted from the Freedom of Information Act.

The authority for ACIC is contained in Arkansas law (A.C.A. ß 12-12-201 - 214; ß 12-12-1001 - 1015; ß 12-12-908 et seq.; and ß 12-12-1201).

Organization

Organizationally, ACIC is divided into five divisions. The primary responsibilities of each division are:

  • Administrative Services Division includes the director and fiscal administrator, with responsibility for managing the agency, including budgeting, accounting, purchasing and payroll.
  • Operations Division manages network control which is responsible for technical assistance, and general liaison with system users. The Division also conducts off line searches and investigative research, records validation, audit coordination, and information security.
  • Criminal Justice Information Division (CJID) is responsible for administering the state's central repository of criminal history records.
  • Information Services Division is responsible for the technical operations of ACIC, including systems analysis, design, programming and maintenance of all computer applications.
  • Field Services Division This division manages the Arkansas Sex Offender Registry and the Crime Victims Notification Program. It is also responsible for JusticeXchange, Alert Express, the Electronic Logbook for ephedrine and pseudoephedrine sales and the Metal Theft sales log. The division is responsible for all of the ACIC Field Agents and conducts all ACIC training as well as working on record auditing. The division is also responsible for all misuse investigations. Finally, the division is the public information office of ACIC.

Statistical Analysis Center (SAC)

Within ACIC is the Arkansas Statistical Analysis Center. The SAC is responsible for The Uniform Crime Reporting Program (UCR), the National Incident Based Reporting System (NIBRS), and the Law Enforcement National Data Exchange (N-DEx). The SAC performs research and crime analysis activities to encourage the application of new technology in record and communications systems. The SAC also provides information in a coordinated effort for studies and evaluations of current and future policy issues that affect criminal justice in Arkansas. .

Agency Management and Supervision

ACIC is in the Executive Branch of state government and operates under a director and a 14-member supervisory board. This board is authorized in Arkansas law (A.C.A. ß12-12-202 - 203) and is responsible for establishing the policies and rules governing the operation of the computerized system.

The ACIC Supervisory Board meets quarterly, in March, June, September and December on the first Friday of the month. The next ACIC Supervisory Board Meeting is scheduled for 10:00 Friday, September 9 at ACIC.
